PERAN STRATEGIS UMKM DALAM MENDONGKRAK PERTUMBUHAN EKONOMI DI DAERAH

Dear Steemians,

Meskipun masyarakat sebagai pelaku utama UMKM, namun Pemerintah memiliki kewajiban untuk mengarahkan, membimbing, membina dan melindungi serta menumbuh kembangkan iklim usaha kondusif. Perlu diingat bahwa peranan industri kecil dalam pertumbuhan perekonomian nasional sangatlan penting.

Untuk itu pemberdayaan UMKM perlu diselenggarakan secara menyeluruh, optimal dan berkesinambungan melalui pemberian perluasan kesempatan berusaha sehingga mampu meningkatkan potensi UMKM dalam mewujudkan pertumbuhan ekonomi, sehingga pendapatan masyarakat dapat meningkat dan akan tercipta pengentasan kemiskinan.

Pemerintah dalam melakukan pembinaan UMKM, perlu melakukan berbagai upaya melalui kegiatan pelatihan, promosi, bantuan dana, bantuan sarana produksi dan magang. Namun kendala yang sering dijumpai adalah persoalan minimnya modal dan terbatasnya SDM dan sulitnya pemasaran.

Pengembangan industri kecil sebahagian besar dilakukan oleh pelaku ekonomi lemah di setiap daerah. Oleh karena itu sering dijumpai kendala, yaitu :
pengrajin/pengusaha sangat minim
pengetahuan tentang :
a. jenis produk
b. mutu produk
c. sistem produksi
d. manajemen
e. tata kelola keuangan

UMKM mempunyai peran strategis dalam menggerakkan peningkatan pertumbuhan ekonomi, penyerapan tenaga kerja serta perubahan tatanan nilai masyarakat.
Dimana dalam perkembangannya Industri kecil telah melakukan perubahan terhadap perluasan kesempatan kerja, melalui penyebaran usaha dengan memanfaatkan potensi ekonomi terbatas.

Gambaran yang terlihat dari persoalan tersebut,bahwa :

  • Investasi modal relatif kecil sangat
    kecil terhadap UMKM.
  • Teknologi yang digunakan dalam
    menjalankan usaha UMKM masih
    sangat sederhana.
  • Kemampuan Ilmu Pengetahuan
    dan Tekhnologi dari SDM masih
    sangat rendah.

Untuk itu Pemerintah Daerah perlu melakukan langkah-langkah kongkrit
melalui kegiatan- kegiatan sebagai berikut :

  • Pemberian pelatihan teknis dan
    Manajerial yang tepat sasaran,
    maksudnya sesuai dengan IKM
    berbasis industri rumah tangga.
  • Penyebaran perluasan pemasaran
    melalui kegiatan degital marketing,
    promosi dan melaksanakan even
    even pameran industri kecil.
  • Memberikan pendampingan kepada
    pelaku usaha UMKM dan IKM, dan
    memfasilitasi bantuan peralatan
    kemasan menarik, izin POM,
    sertifikat halal, pengurusan Hak
    Paten dan sarana produksi.

Dan yang sangat penting Pemerintah Daerah melalui Dinas Perdagangan, Perindustrian, Koperasi dan Usaha Kecil Menengah, perlu menata dirinya dalam mempersiapkan langkah-langkah nyata :

  • mempersiapkan secara profesional
    Tenaga Pendamping usaha IKM.
  • Mengirim pelaku usaha IKM untuk
    magang sesuai jenis usaha dan
    dan potensi daerah, agar bisa
    langsung dipraktekkan.
  • Mensosialisasikan peraturan
    perindustrian dan perdagangan
    pada pelaku usaha IKM.
  • Memberikan bantuan Modal dan
    sarana produksi.
  • Memberikan Fasilitas Pemasaran
    Untuk membantu akses pemasaran
    produk IKM, seperti penyediaan
    fasilitasi outlet penjualan.
  • Melakukan kegiatan Pameran untuk
    mempromosikan potensi produk
    unggulan serta membuka peluang
    investasi daerah, sehingga lahirnya
    kerjasama pemasaran.

Foto yang ditampilkan ini merupakan salah satu IKM yang sedang tumbuh dan berkembang di Aceh Utara. Ada Industri Jambu Ie- Saka, Industri Lada putih dan Lada Hitam, Industri Jahe dan Industri Pupuk Organik. Sebenarnya masih banyak lagi yang belum sempat di kunjungi.

Sebagai kesimpulan dan saran, disini dapat digambarkan sebagai berikut :
1.Perlu dibuat suatu Perencanaan
Penyusunan MASTER PLAN
Pembinaan IKM, untuk mencapai
target Pembinaan IKM secara
berkelanjutan.
2.Perlu dilakukan shearing Program
Pembinaan IKM dengan pihak
Perusahaan melalui program CSR
3.Perlu membuka akses bantuan
Permodalan.
4.Perlu menjalin kerjasama dengan
Pengusaha supermarket, hotel dan
Penjualan melalui media website.
5.Perlu memfasilitasi dan membantu
Pengusaha IKM dalam pemunuhan
bahan baku sesuai potensi daerah.
6.Perlu adanya penelitian guna dapat
menentukan Skema dan Pola
Pembinaan yang efektif.


THE STRATEGIC ROLE OF UMKM IN DRAWING ECONOMIC GROWTH IN THE REGION

Dear Steemians,

Although the community as the main actors of UMKM, the Government has an obligation to direct, guide, foster and protect and foster a conducive business climate. It should be remembered that the role of small industries in national economic growth is very important.

For this reason, the empowerment of MSMEs needs to be carried out comprehensively, optimally and continuously through the provision of expanding business opportunities so as to be able to increase the potential of UMKM in realizing economic growth, so that community income can increase and poverty alleviation will be created.

The government in conducting guidance for UMKM, needs to make various efforts through training activities, promotions, financial assistance, production facilities and apprenticeship assistance. But the obstacles that are often encountered are problems of minimal capital and limited human resources and the difficulty of marketing.

The development of small industries is mostly carried out by weak economic actors in each region. Therefore often encountered obstacles, namely:
craftsmen / entrepreneurs are very minimal
knowledge about :
a. types of products
b. product quality
c. production system
d. management
e. financial governance

UMKM have a strategic role in driving economic growth, employment and changes in the value structure of society.
Where in its development Small industries have made changes to the expansion of employment opportunities, through the spread of businesses by exploiting limited economic potential.

The picture that can be seen from the problem is that:

  • Very small capital investment
    small towards UMKM.
  • technology used in
    running a UMKM business still
    very simple.
  • Knowledge ability
    and Technology from HR still
    very low.

For this reason, local governments need to take concrete steps
through the following activities:

  • Providing technical training and
    Managerial right on target,
    the intention is in accordance with IKM
    home industry based.
  • Distribution of marketing expansion
    through degital marketing activities,
    promotion and carry out events
    small industry exhibition event.
  • Provide assistance to
    UMKM and IKM business actors, and
    facilitate equipment assistance
    attractive packaging, POM clearance,
    Halal certificate, rights management
    Patents and production facilities.

And what is very important is that the Regional Government through the Department of Trade, Industry, Cooperatives and Small and Medium Enterprises, needs to organize itself in preparing concrete steps:

  • prepare professionally
    IKM business advisors.
  • Sending IKM business actors to
    apprenticeship according to the type of business and
    and regional potential, so that it can
    immediately practiced.
  • Socializing the rules
    industry and trade
    to SMEs business actors.
  • Providing capital and assistance
    production facilities.
  • Provides Marketing Facilities
    To help access marketing
    IKM products, such as supply
    facilitation of sales outlets.
  • Perform Exhibition activities for
    promote product potential
    featured and open opportunities
    regional investment, so that was born
    marketing cooperation.

The photo shown is one of the IKM that is growing and developing in North Aceh. There are the I-Saka Guava Industry, the White and Black Pepper Industry, the Ginger Industry and the Organic Fertilizer Industry. Actually there are many more who have not had time to visit.

As a conclusion and suggestion, here can be described as follows:

  1. Planning is needed
    Drafting MASTER PLAN
    Coaching IKM, to achieve
    Target of IKM Development
    sustainable.
  2. Shearing Program is needed
    Coaching IKM with parties
    Companies through CSR programs
  3. Need to open access to assistance
    Capital.
  4. Need to establish cooperation with
    Supermarket, hotel and businessman
    Sales through website media.
  5. Need to facilitate and help
    IKM businessman in murder
    raw materials according to regional potential.
  6. You need research to be able to
    determine the Schema and Pattern
    Effective coaching.
